CMS Releases FAQs on Individual-Market Broker Compensation

CMS released a new FAQ document this evening which clarifies that a health insurance issuer cannot treat commissions on enrollments during a Special Enrollment Period (SEP) differently than commissions on enrollments during the Open Enrollment Period (OEP).

Transparency Mandates June 2022 Update

There are several new transparency mandates that take effect in 2022 and beyond that require action on Highmark, clients and brokers to be compliant with the Consolidated Appropriations Act and/or the Transparency in Coverage Rule. In an effort to help you understand these requirements and what Highmark is doing to help, we have created this document.  

UPMC Health Plan in compliance with Transparency in Coverage Final Rule

The Transparency in Coverage (TIC) Final Rule, issued in 2020, sets forth requirements for group health plans and health insurance issuers to produce machine-readable files (MRFs) disclosing in-network negotiated rates and historical out-of-network allowed amounts by July 1, 2022. We have created a detailed FAQ document that addresses a number of questions and issues related to the TIC Final Rule

Pennie | Feedback on SEP Policy Proposals Related to PHE Unwinding

The Pennie team has asked URL Insurance Group to provide feedback from our agent partners on two SEP policy proposals that would be used to help provide a more seamless transition for individuals losing Medicaid coverage due to the end of the public health emergency (PHE). If eligible for coverage through Pennie, these individuals would be enrolling with a Loss of MEC SEP therefore our policy proposals are targeted to individuals enrolling due to loss of MEC SEP, regardless of whether that MEC was Medicaid or other coverage. Pennie will be running the mid-year periodic data matching (PDM) process to ensure customers receiving Advanced Premium Tax Credits (APTC) and/or Cost Sharing Reductions (CSR) have not lost their eligibility. Read more.

Those who have indicated they are uninsured on tax form REV-1882 will soon receive an official notice from Pennie with instructions on how to enroll in coverage. Pennie | 2022 Producer Commissions 

Pennie is proud to work with insurers to make sure Pennsylvania producers have access to commissions information in advance of the start of the annual Open Enrollment Period and for any changes to commissions throughout the plan year. Beginning with plan year 2022, insurers that offer health plans through Pennie are required to notify their appointed producers of the commissions fee schedule. Read more

Pennie | Update on Medical Assistance Account Transfer Automatic Eligibility Initiative 

As you may know, Pennie has been working diligently to implement an auto-eligibility system that would give customers transferring from Medical Assistance to Pennie a more streamlined process for enrolling in health coverage. Unfortunately, Pennie has decided to delay the implementation of the auto-eligibility feature until we are fully confident the data transfer will ensure a seamless transition for qualified customers. Read more.
