Upcoming Changes for Small Group in Northeastern Pennsylvania
What do I need to know?
We’re writing to inform you of an important update to Highmark’s small group employer coverage for the 2026 plan year.
Highmark is moving its small group ACA portfolio of plan options from one company (named First Priority Life Insurance Company or FPLIC) to another company (named Highmark Care Benefits) upon client renewal in 2026. The small group grandmothered portfolio and large group plans under FPLIC are not affected by this change.
We’re mandated to send the enclosed “discontinuation notices” to clients and employees 90 days in advance of their renewal date. However, it’s important to note that coverage will not be terminated because of this change. Instead, current plan option(s) will be systematically mapped from the former company to the new company.
- A renewal will be made available to you, and a renewal letter will be mailed to clients 60 days in advance of the renewal date.
- Clients will see new group numbers upon the renewal date.
- Benefit summaries and summaries of benefits and coverage (SBCs) will be available prior to the renewal date, and a contract will be available after the renewal date.
- Employees will receive new ID cards in the mail.
What do I need to do?
Inform your small group clients with ACA coverage about this important change that will take place upon their renewal.
