Capital BlueCross (CBC) has temporarily suppressed (removed from all enrollment platforms) certain plans that were experiencing unusually high enrollment in specific segments of the state. We understand these changes continue to come in the middle of a challenging AEP. The intent is to prevent deeper, longer-term issues–like commission cuts across the board.

This suppression appears to be a strategic pause, an effort to slow the member drop-off from other carriers terminating plans, which the carrier is actively trying to prevent. There’s reason to be optimistic that once AEP concludes and the dust settles, especially as we shift focus to healthier T-65 business, these plans may be reinstated. That kind of business strengthens the carriers’ books and could lead to more stable offerings in the future.

What you can do now: 

  • Continue prioritizing your clients’ best interests. If necessary, use paper applications as these plans are still commissionable.
  • Explore alternative options. Look into HMOs and nationwide carriers that offer more stability and scalability to avoid similar issues down the road.
  • Educate clients with empathy. It’s not easy to explain why a plan they liked is suddenly unavailable, but framing it as a temporary adjustment for long-term sustainability can help.
  • Medigap, as terminated plan members have a guaranteed issue right.

Let’s also acknowledge the root of the issue, their rich plan designs, driven by intense competition in PA, created a surge they couldn’t manage. While that abundance of choice once felt like a win, it’s now revealing the limits of their infrastructure. Some carriers, especially smaller regional ones, cannot handle the sheer volume.
