Capital is preparing to submit the CAA Gag Clause Prohibition Compliance Attestation (GCPCA) on behalf of fully-insured, small business ASO, and mid-market ASO group customers. As one of those groups, you do not have to take any action for this submission. There is no charge for this service, and we will issue an update on our CAA page when the submission is complete. from CMS.

It is time to submit the Consolidation Appropriations Act (CAA) Gag Clause Prohibition Compliance Attestation (GCPCA). Capital offers to submit the GCPCA on your behalf if you are a self-funded ASO or third-party administrator. You can opt in to this offer on or before November 21, 2025, by completing an online form and agreeing to certain terms and conditions.
There is no charge for this service, and we will issue an update on our CAA page when the submission is complete.
As a self-funded ASO group or third-party administrator, you are not required to submit your attestation through Capital Blue Cross; you can submit the GCPCA on your own. Learn more about the GCPCA requirements from CMS.

We are adding an in-network deductible to Blue Distinction® Centers for Transplant (BDCT) travel expense benefit. Effective upon renewal on or after January 1, 2026, the in-network deductible will apply to all standard travel expense benefits for transplants performed at a BDCT facility.
Please note that since Qualified High Deductible Health Plans (QHDHPs) already apply a deductible for this benefit, QHDHPs are not included in this change
