Important Update: Changes to Blue Rx PDP Compensation for PA and WV

Highmark Blue Cross Blue Shield is committed to keeping you informed so you can best serve your clients. We are writing to share an important update regarding compensation for our Blue Rx PDP plans in Pennsylvania and West Virginia for 2026.
Changes to Blue Rx PDP Compensation:
Highmark Blue Cross Blue Shield will no longer be paying commissions on the following plans, for policies written with effective dates beginning April 1, 2026:

Blue Rx PDP Plus (PA and WV)

Blue Rx PDP Complete (PA and WV)
This difficult decision was made due to the rising drug costs and increased utilization observed in these PDP plans as a result of the Inflation Reduction Act (IRA). We wanted to communicate this change transparently to our agent community.
