Groups offering an HRA must complete an administration application annually at renewal, even if the group is not making changes to their HRA offering, to confirm funding and administration components in the new benefit period.
You can always find the appropriate application form for custom, small, or mid-market groups on the producer portal.
Capital Blue Cross is required to submit Drug Cost Reporting under the Consolidated Appropriations Act (CAA), and your clients may need to take action before the deadline.
Who must submit information to Capital by Friday, March 27, 2026: Fully insured groups of all sizes and small business ASO (self-funded) groups with fewer than 100 employees must provide the required information to Capital by this date.
Who can opt in by March 27
: Capital will submit reporting on behalf of large ASO groups (100+ employees) and consortium groups with fewer than 100 employees — but only if the group requests it. These groups must also complete the opt-in form by March 27.
We recently mailed letters to all groups that carried Capital medical coverage at any point during calendar year 2025, outlining how to submit reporting information through our webform. Producers can use a separate producer-specific webform to submit on behalf of multiple clients.
