The Capital Blue Cross group administrator’s manual helps group leaders administer their healthcare benefit programs. It offers guidance on enrollment, ID cards, billing and payment, and resources for assisting members understand and utilize their benefits.
The newest version will always be available on our website, which requires secure login for access. If someone’s responsibilities as Group Administrator change, please notify Capital to request access for the new Group Administrator.
The manual is subject to change as revisions to Capital contracts, policies, and/or procedures occur.
Capital mailed the required 1095-B tax document to the following:
All fully insured group subscribers.
Off-exchange individual subscribers.
On-exchange catastrophic subscribers.
PersonalBlue subscribers.
Small group ASO subscribers (small group ASO are those groups with 50 or fewer employees).
Capital also sent this information to the IRS to confirm MEC during the 2025 tax year.
Subscribers can access a duplicate/replacement Form 1095-B on their secure account under Manage My Information > Tax Forms.
If the member requires an update or correction to their1095-B, they should do one of the following:
If enrolled through an employer, all coverage updates and changes should be directed to the employer who should follow established processes to provide Capital with updated information. All required updates must be supplied to Capital by March 2.
If enrolled in an individual account product that was not purchased on Pennie, an updated enrollment application should be submitted to Capital no later than March 2.

Members' access to in-network dental providers continues to grow. We are pleased to share the addition of 15+ dental providers across nine counties in 2025.
Capital Blue Cross Dental PPO plans offer one of the largest national dental PPO networks with providers in all 50 states. There is no participation requirement for Capital’s dental plans and as an added bonus, new or renewing groups with medical and dental can get a one-month premium/administration holiday at enrollment and again at renewal.
