Thank you to applicable self-funded groups for the continued collaboration as we have worked to fulfill the Consolidated Appropriations Act’s (CAA) Gag Clause Prohibition Compliance Attestation (GCPCA) requirement. This notice is to confirm that Capital Blue Cross submitted the GCPCA on December 16, 2025, ahead of the December 31 deadline, on behalf of itself, fully-insured customers, small business ASO group customers, and self-funded ASO group customers who opted in via our webform.
Capital’s submission on behalf of our self-funded ASO group customers does not transfer those groups’ compliance obligations to Capital.
