Capital Blue Cross appreciates your continued collaboration as we work together to fulfill the Consolidated Appropriations Act’s (CAA) prescription drug data collection (RxDC) requirements for calendar year 2022. To meet CMS’ June 1, 2023 filing deadline, all fully insured and small business ASO groups must provide required information to us using this webform for groups. Please submit no later than Friday, April 14, 2023. Meeting this deadline will allow Capital’s team time to compile the data into the CMS required aggregate reports and submit on time.
Large ASO groups who want Capital to submit D1 and P2 files on their behalf should also complete the webform by April 14. Groups that have contracted separately with a pharmacy benefit manager (PBM) to administer pharmacy benefits should continue to work with that PBM to report pharmacy data required for D3 – D8 data responses.
It is important to note that data can only be submitted for one group at a time through the webform. If you are submitting on behalf of more than 15 groups, you can complete and submit the spreadsheet found on the webform.
, Please pay close attention to the tool tips on the webform that provide specific instructions for each required field based on direction from CMS and lessons learned from calendar years 2020 and 2021 submissions.

Capital is responsible for compliance with the RxDC reporting requirements for all fully insured and small ASO groups. Please remember that compliance with the RxDC reporting requirements remains the responsibility of large ASO groups. Capital’s reporting on behalf of our group customers does not transfer a group’s compliance obligations to Capital. The group or producer submitting the data must attest to the accuracy of data provided to Capital at the time it is submitted and must hold Capital harmless for the accuracy of the data submitted to Capital and the group’s compliance liability.
