Open Enrollment Period

The Open Enrollment Period (OEP) gives Medicare beneficiaries enrolled in an MA plan an opportunity to change their coverage. Health Partners Medicare is committed to ensuring our partners understand the rules governing OEP and how marketing activities are impacted.

The Basics

OEP (January 1 – March 31) gives Medicare beneficiaries currently enrolled in an MA plan a one-time opportunity to:

• Switch to another Medicare Advantage plan (with or without prescription drug coverage)
• Return to Original Medicare and enroll in a Part D plan

If an enrollee changes their coverage, their effective date is the first day of the month following confirmation of the enrollment.

What You Need to Know

Brokers and agents can continue marketing MA plans during OEP. However, intentionally targeting beneficiaries with an existing MA plan or sending unsolicited marketing focused on the OEP is prohibited.

Permitted activities include:

• Marketing to dual-eligible and LIS beneficiaries who may change coverage once per calendar quarter during the first nine months of the year.
• Sending marketing materials after a beneficiary requests information.
• Setting up a one-on-one meeting at a beneficiary’s request.
• Providing information on the OEP through the call center at a beneficiary’s request.
• Marketing to beneficiaries turning 65.

During the OEP, brokers and agents cannot:

• Target enrollees who selected a new plan during AEP.
• Purchase mailing lists or other identifiable information so they can directly target beneficiaries.

Send unsolicited marketing materials referencing the OEP and the ability to change coverage.
