Consolidated Appropriations Act (CAA)

 

Title II, Section 202 of the CAA created disclosure requirements of compensation paid to health insurance brokers and consultants for individual plan enrollees. The requirements state:

  • The disclosure must be provided by health plan issuers prior to the individual finalizing plan selection and when confirming the individual’s enrollment.
  • Health plan issuers must report direct or indirect compensation they paid to a broker associated with enrollment to the Department of Health and Human Services (HHS).

We've added a Broker Compensation Disclosure Acknowledgement on Litmos and kindly request that you review this at your earliest convenience. Our marketing materials, including our brochure and website, have also been updated to comply with this act. An updated brochure or our website link should be provided to clients who are enrolling for a 2/1/22 effective date and beyond.

ID Cards

 

Members who have elected to enroll in a new plan for 2022 will receive their ID card 7-10 business days after the initial payment has been received. Virtual ID cards become available to view shortly after the premium has been processed. Virtual ID cards can be accessed by:1. Downloading the free Highmark Plan app.2. Visiting the Highmark member portal.Both the app and the website also allow members to track their claims activity and find in-network care nearby.E-bill flyers containing instructions for your clients to create their online account and schedule automatic payments are available for download on the Producer Portal, producer.highmark.com, under "Resources".

*Due to an operational oversight, members who have already confirmed their plan or submitted active enrollment, may have received "confirm my plan" texts in error. Newly enrolled members as well as members who have already confirmed or cancelled their plan can disregard this text. Please ensure your clients pay their January premium when they receive their invoice to have active coverage for January 2022.PA agents Only-To support the January 1st deadline, Pennie will be open from 8:00 a.m. - 10:00 p.m. on December 15th.Off-exchange Enrollment:

  • The Producer Portal will accept 1/1 enrollment until midnight on December 15th. Paper applications may also be e-mailed to dp_applications@highmark.com or faxed to 866-224-5403. Applications submitted between December 16th and January 15th will be eligible for a 2/1 effective date.
  • 2022 SEP forms and applications are available on the Producer Portal, producer.highmark.com, under "Resources" and on Litmos under "Additional References." Please note that SEP effective dates will be determined by the qualifying event indicated on the application.

Producer Verification Form: This form has been revised and will be available for download on the Producer Portal and Litmos next week. Effective immediately, forms should be e-mailed to ACASalesSupport@highmark.com.Provider Verifications: The Producer Hotline is available to assist with provider verifications.
