Communication to be sent to off-exchange
individual Marketplace members

When the American Rescue Plan was signed into law by President Biden on March 11, 2021, it included enhanced federal funding through tax credits to help individuals and families get lower cost health care coverage through the Marketplace.  Some members who did not qualify previously, may now be eligible for these savings, which can significantly lower the cost of their monthly premiums.

The off-exchange individual Marketplace members will receive a communication on or around May 12, 2021 from UPMC Health Plan notifying them of this potential cost saving opportunity.  The deadline to apply for 2021 coverage is August 15, 2021.  Members will be instructed to contact one of the following sources to learn more:

  • Contact your broker
  • Call us at 1-833-776-4540 (TTY:711)
  • Visit us at a UPMC Health Plan Connect Center.  Click here to find the location nearest you.

Answers to questions you may have:

Q: Why is UPMC Health Plan doing this outreach?
A: UPMC values our members so we want to make sure they are enrolled in the best possible plan for their needs while also receiving the maximum savings for which they are eligible.

Q: Will my client’s deductible and out of pocket accumulators carry over to the new plan on Pennie?
A: Yes!  All accumulators will carry over to their new on-exchange plan.

Q: Will my client’s off-exchange policy automatically terminate?
A: No.  You or your client must contact UPMC to terminate the off-exchange plan.

Q: Will my client receive a new member ID number and card?
A: Yes, and please remind them to provide their new ID number to their providers and pharmacy.

Q: Does my client need a SEP to switch to a plan on Pennie?
A: Yes, however, the COVID-19 SEP is currently available to all Pennsylvania residents so they can use this SEP to enroll in new coverage until 8/15/21.

Q: My client is currently enrolled in autopay.  Will the autopay roll over to the new plan?
A: No. Once your client receives their new member ID number, they will need to set up autopay again. They can enroll in autopay via MyHealth OnLine or by calling member services at the number on the back of their ID card.

Q: Where can I find more information about the American Rescue Plan?
A: Visit UPMC Health Plan's FAQ page, or Pennie’s FAQ page.
