Don’t forget: A COVID-19 SEP for Pennsylvania’s Marketplace customers
|
|
|
|
We have been informed that Pennie, Pennsylvania’s insurance Marketplace, will be opening a newly approved Special Enrollment Period (SEP) due to the exceptional circumstances of the COVID-19 pandemic. Here’s what we know:
- The COVID-19 SEP will occur Feb. 15 – May 15, 2021.
- The SEP will be available to everyone. This means new and current enrollees are eligible to purchase coverage or switch plans.
- The date that consumers apply on with Pennie will be the “qualifying event” for this SEP.
- Coverage for this SEP will be prospective. The effective date will be the first day of the following month, even if the consumer applies on the last day of the prior month.
- While there will be a 60-day window from the qualifying event for the consumer to select a plan, the consumer must make their plan selection no later than Jun. 15, 2021.
- Applies to both on-exchange and off-exchange enrollments.
Make sure you’re eligible to receive commissionIf you are already appointed to sell individual Marketplace plans on behalf of Geisinger Health Plan (GHP), or are seeking a new appointment for individual sales, remember that those sales are not commissionable unless we have received your FFE certification for remaining 2020 business and Pennie training certification for 2021. We will not be requiring any additional GHP product training for individual commercial business. Got both? Send your certifications to brokers@thehealthplan.com to make sure you’re ready to sell.

ConnectYourCare’s new FSA provisions
|
|
|
|
Do your group clients have a health care or dependent care FSA plan through ConnectYourCare (CYC)? CYC has released information on temporary provisions resulting from the 2021 Consolidated Appropriations Act. Groups can opt into the temporary provisions described below, including carryover extension, grace period extension, and allowing terminated participants to spend-down their funds. These are all optional, and not a requirement. Feel free to reach out to your client service representative with questions.
How to opt into temporary provisions
To adopt one or more of the optional provisions to your health care or dependent care FSA plan described below, you must:
- OPT-IN by providing written notification to CYC of the provision you wish to adopt. No changes will be made to your current setup without your direction.
- AMEND YOUR CAFETERIA PLAN to reflect these changes. Amendments must be made by the last day of the calendar year following the plan year in which the amendment is effective. For example, calendar year 2020 plan amendments must be adopted on or before December 31, 2021.
- FEES MAY APPLY if your changes are completed after the end of the 2020 runout period. Additionally, changes may result in additional monthly PPPM fees due to the addition of accounts to the 2020 and 2021 enrollments.
List of temporary provisions
Carryover extension
- Carryover extension: Unused funds from health care and dependent care FSA plan years ending in 2020 and 2021 may be carried over into the next plan year.
- How CYC will accommodate: If you opt-in to the carryover extension, CYC will process the carryover of your participants' 2020 funds to the 2021 plan year. The funds will be carried over beginning in late March 2021. Carryover limits are not limited to a certain monetary cap as in years past.
Grace period extension
- Grace period extension: For health care and dependent care FSA plan years ending in 2020 or 2021, the grace period may be extended up to 12 months after the end of plan year.
- How CYC will accommodate: If you opt-in to the grace period extension, CYC will process these changes immediately to allow the grace period of your participants' 2020 plan to be extended to December 31, 2021.
Spend-down for terminated participants
- Terminated participants: Allow health care FSA participants who cease participation in a 2020 or 2021 plan to receive reimbursements from unused contributions through the end of the plan year that the participation ceased including any applicable grace period.
- How CYC will accommodate: If you opt-in to the terminated participant spend-down provision, CYC will allow for health care FSA funds to be spent down post-termination. This accommodation will be available beginning in late March 2021.
Dependent care FSA age extension
- Maximum age increased (no opt-in required): For a dependent care FSA plan year that had an election period ending on or before January 31, 2020, participants may claim expenses for dependents who turned 13 during the applicable plan year and any extension to that plan year.
- How CYC will accommodate: CYC will allow claims to be submitted for dependents who turned 13 during the 2020 plan year as described above.
Election amount changes
- Election amount changes: For health care and dependent care FSA plans ending in 2021, participants may change their election amount for any reason.
Please consult with your internal counsel and benefits administration team to determine the best plan to accommodate election amount changes requests from your FSA plan participants.
