Special Enrollment Period for Covid-19

Yesterday President Biden issued an Executive Order announcing a Special Enrollment Period (SEP) for individuals and families for Marketplace coverage in response to the COVID-19 Public Health Emergency. Beginning February 15, 2021 and through May 15, 2021, these Marketplaces will operationalize functionality to make this SEP available to Market-place eligible consumers.

State-based Marketplaces, like Pennie, will have the opportunity to take similar action. We are waiting to see how this information impacts Pennsylvania and off-exchange enrollment in general. Additional detail will be provided as soon as it becomes available.

SEP Reminders

• SEP enrollments are commissionable. Contact the agency you write Individual business through to verify commission amounts.
• Off-exchange enrollment applications and SEP forms are available on the Producer Portal, producer.highmark.com, under "Resources." Completed applications and forms can be e-mailed to DP_applications@highmark.com or faxed to 866-224-5403.
• On-exchange enrollment should be submitted through Pennie for Pennsylvania, and through HealthSherpa or Healthcare.gov for Delaware and West Virginia.
