I am asking for your feedback as Pennsylvania moves toward the State Based Exchange (SBE) platform from the Federally Facilitated Marketplace for January 1, 2021 enrollment.

Good morning,

Thank you for participating in our notice review process, I know that your input will help make this key outreach effort even more informative and accessible for the Pennsylvanians we serve. So far, our notices have been reviewed by our internal policy, operations, and marketing teams, as well as our Executive Director. Once we have your feedback on the following notices, we will send to our legal team for a final review.

Attached, are two of the most consequential and complex notices we’re developing – the Master Eligibility Notice and the Autorenewal Notice – for your review and feedback.

Each notice is designed to be dynamic enough to have the right content sent out to the right person at the right time to ensure that the receiver is able to enroll in the health coverage that is right for them. That is what all of the codes and other variables represent.

The Eligibility notice includes all of the different eligibility scenarios that a household might have, as well as any information required to resolve a data matching issue (DMI). The Autorenewal notice includes all scenarios in which a member of a household is eligible for autorenewal, not eligible for autorenewal, or eligible for autorenewal in one plan but not another. Both notices include information on how to enroll in coverage, regardless of the member’s situation, along with information on how to get help from a customer service representative or a broker or assister at any point in the process.
