Special Election Period

This is an important announcement for all agents who offer Cigna Medicare Advantage products to their customers.

On March 16, a Federal Emergency Management Agency (FEMA) State of Emergency was declared by the President of the United States for all states on 03/16/2020 due to COVID-19/Coronavirus. All states and counties are granted a 30-day Special Election Period (SEP) effective 03/13/2020 to 04/12/2020.

Please keep in mind, this continues to be a fluid situation. If there are updates to this SEP, we will keep you informed.

Compliance Requirements

Agents/brokers are reminded that you are not allowed to market/obtain new business due to the disaster declaration; however, agents/brokers are allowed to assist if contacted by the customer.

You must confirm the customer resides or resided in the affected area, confirm if the customer had another valid election period at the time of the incident period, and has not used the election.

If all qualifications are met, you must complete the SEP section of the application with the following:

· SEP Code: DST

· SEP Date: Start date of the incident period.

Types of Declared Disasters

FEMA State of Emergency Declared Disaster

This notification is issued the Governor of the affected state and is associated with localized small scale weather events such as flooding, tornado, etc.

Affected customers are granted a 30-day SEP (special election period).

FEMA Presidential Declared Disaster

This notification is issued in partnership with the U.S. President and Governor of the affected state and is associated with major weather events such as large scale flooding, massive/multiple tornadoes, etc.

Affected customers are granted a 4-month SEP (special election period).
