We are writing to let you know that Dominion National will be announcing today that it has experienced a data security incident. Dominion National is the administrator of BlueCross Dental for Capital BlueCross. While potentially affected individuals will receive information directly from Dominion National, we value our relationship with you and want to make you aware of the situation.

It is important for you to note, there is no evidence that any information was in fact accessed, acquired, or misused. Also, Dominion National’s incident did not affect Capital BlueCross’ computer servers or data systems.

The data security incident potentially affects your current and former members who were enrolled in BlueCross Dental at any time prior to April 1, 2019. The information involved may include member names, addresses, email addresses, dates of birth, Social Security numbers, member ID numbers, group numbers, and subscriber numbers.

What happened?

On April 24, 2019, through an investigation of an internal alert, Dominion National determined that an unauthorized party may have accessed some of its computer servers. Dominion National worked closely with FireEye Mandiant, one of the world’s leading cybersecurity firms, to conduct a comprehensive investigation of the incident. The unauthorized access may have occurred as early as August 25, 2010. Upon learning of the potential unauthorized access, Dominion National moved quickly to clean the affected servers and implement enhanced monitoring and alerting software. Dominion National also notified the FBI and will continue to work with them during their investigation.

Potentially affected individuals should receive their notification letters in the mail by July 8, 2019. Dominion National is offering those potentially affected individuals two-year memberships to ID Experts® MyIDCare™, which include credit monitoring and fraud protection services.
