HIGHMARK WILL CONTINTUE TO PAY ACA INDIVIDUAL MARKET SPECIAL ENROLLMENT COMMISSIONS THROUGH THE END OF 2019

Highmark will extend commissions for Special Enrollment Period (SEP) policies secured for effective dates of June 2, 2019 through Dec. 31, 2019. This applies to all Highmark Health Insurance Company (HHIC) EPO plans. For any PPO plan business (HHIC and Highmark Select Resources), Highmark will pay zero commission on SEP business.

The commission structure for SEP policies on- and off-marketplace for effective dates of Jan. 2, 2019 through Dec. 31, 2019 will be as follows:

Contract Type	EPO	PPO
New contracts with issue date in 2019	$12 PMPM	$0 PMPM
Renewal 13th month from issue	$10 PMPM	$5 PMPM

PMPM = Per Member Per Month.
Commissions for renewing contracts during the 2019 calendar year will adjust on the anniversary of the issue date (13th month).
Renewal commissions are paid on terminated policies only if there is less than 6 months lapse in coverage from termination date to new coverage date.
There remains a maximum of five members per contract.
Special enrollment applications are accepted for off-exchange enrollment on paper due to portal enrollment being disabled and producer credit will be provided.
As a reminder, during the open enrollment period, all medical applications must have been submitted online through the Producer Portal or received electronically from the Marketplace for commission to be paid.

Paper enrollment forms (2019 Individual/Family Plan Health Insurance Enrollment Application) and the Producer Certificate (Individual ACA Producer Certification Form) are available on the Producer Portal under the Resources section as separate documents.
