INDIVIDUAL MARKET UPDATE: FEDERAL GOVERNMENT SUBSIDIES FOR ON-EXCHANGE ENROLLEES UPDATE
On Thursday, October 12, President Trump signaled that the Federal Government would no longer fund the Cost Sharing Reduction (CSR) program. The CSR program helps lower costs for lower-income Americans when they use their health insurance coverage, like when they see a doctor or fill a prescription. The Advanced Payment Tax Credits (APTC) program, which helps to lower premium costs for middle-income Americans, is not impacted by the President’s comments.
We want to assure you and your clients of the following: - The President’s comments will not impact the coverage of any current Highmark members
- Highmark members that currently receive APTC to help lower monthly premiums will not see a change in their costs for their current benefit year

Highmark members that are enrolled in a Highmark plan that includes CSR benefits will not lose those benefits
- Highmark has worked with regulators in Pennsylvania, Delaware and West Virginia to ensure plans with CSR will be offered in 2018
