ACA INDIVIDUAL MARKET COMMISSION CHANGES

Since the implementation of the Affordable Care Act (ACA) in 2014, high claims experience and unsustainable financial losses have required Highmark to periodically make changes to how we participate in the ACA individual market. These changes are often difficult, as we recognize the impact that they can have on the producer community.

Highmark is making adjustments to plan offerings for 2017. Due to these changes, and the viability of the NEPA ACA individual market, we will be adding a producer commission for most products in 2017. We will pay commissions effective January 1, 2017, on all Silver and Bronze HMO plans. There will be zero commission for Gold and PPO plans.

The new 2017 commission structure for on- and off-Marketplace will be as follows:

PMPM for Silver and Bronze HMOs

Gold HMO and Bronze PPO

$6*

PMPM = per member per month

*Maximum of five members per contract
