Independence Launches Identity Theft Protection Services to Group Customers

Good morning!  Please review the information below pertaining to the new Identity Theft program that is being rolled out.  


Launch of identity theft protection services for group customers and their members

Independence Blue Cross is pleased to offer a new service starting in 2016: identity theft protection. Beginning in June 2016, identity theft protection services will be available to our commercial group customers who would like to offer the service to their members. These services became available to individual consumer members in April 2016. The identity theft protection offering is provided by Experian® - a leading global information services company - and includes two products:

  • ProtectMyIDTM is for adults. Subscribers and their adult dependents can enroll individually.
  • FamilySecureSM is for children under 18 years of age. A parent or legal guardian can activate membership and enroll all children.

What customers need to know
Customers who choose to offer these new services to their employees will need to opt in using the ibxpress employer portal. Customers who choose not to offer these services do not need to take any action. Moving forward, all group customers will have the opportunity to renew or cancel this offer upon renewal.

The identity theft protection services will be available at no cost to the customer or member. In 2017, for self-funded customers who have opted to offer these services, there will be a $7.67 charge per enrolled member per year. Please note, for FamilySecure, there will be only one charge per year of $7.67 for the parent or legal guardian and all children enrolled.

Communications to customers
All fully-insured group customers will receive a letter with details regarding identity theft protection services and instructions on how to opt in through the ibxpress employer portal. Letters will be mailed in early June, and customers will have 30 days from receipt of the letter to opt in. Customers who do not currently utilize the ibxpress employer portal can find more information about using it on ibx.com. On June1 we will provide an Independence Edge that can be sent to self-funded customers informing them about these services.

What members need to know
Once a group customer has opted to offer the services, enrollment for their members is easy - members simply log onto ibxpress.com to enroll. The information can be found in the Value-Added Services section under the Health & Wellness tab. From there, members will be routed to Experian's website to begin the enrollment process. Members can also enroll by calling Experian at 1-866-926-9803 and using Independence-specific codes that are made available to each employer during the opt-in process.

Group members whose employer opts in can enroll at any time. Once members enroll, they will have the services for 12 months. If the employer continues to offer the service for the 2017 benefit year and beyond, the member will automatically be re-enrolled each year as long as they are enrolled in the company's group health plan. Members can cancel the services at any time by calling Experian.

Included services The identity theft protection services will include:

  • Credit monitoring. Monitors activity that may affect credit.
  • Fraud detection. Identifies fraudulent use of identity or credit.
  • Fraud resolution support. Helps members address issues that arise in relation to credit monitoring and fraud detection.
  • Identity theft insurance amounting to $1M in coverage for ProtectMyID.
  • Identity theft product guarantee amounting to $2M in coverage for FamilySecure.
  • Alerts to members to notify them of changes in their credit report.
  • Live support from Experian and more.

An enrollment guide will be available to eligible members on ibxpress.com. And, employers can use a member flyer located on the Manage Identity Theft page on the ibxpress employer portal to promote the program to their employees.
