Identity Protection Services Offering

The Blue Cross and Blue Shield Association has announced that all plans will make identity protection services available to all eligible customers on an opt-in basis as of January 1, 2016. Details on how our customers will be able to take advantage of this offering will be shared in the coming months.

Nicotine Cessation Coverage Update

Under the Patient Protection and Affordable Care Act (PPACA), non-grandfathered health plans in the individual & group markets are required to provide coverage of certain preventive health benefits, including tobacco cessation coverage, at no cost-sharing by the member.

Private Exchange Group Shopping Update

The group’s minimum monthly defined contribution has been changed to 75% of the single rates of the lowest cost medical and Rx plan offered to employees. Groups meeting this defined contribution perimeter will not need to meet the participation requirement.

Telehealth Benefit

Capital BlueCross is pleased to begin offering telehealth services through the American Well (Amwell) platform effective January 1, 2016.

Telehealth will be a standard benefit for these products:

  • Individual PPO
  • Medicare PPO
  • CHIP
  • Group PPO, POS, Comprehensive, Traditional, HMO
    • CareConnect PPO is excluded
    • Like It Keep It are excluded
    • Large group ASO will need to opt in to the benefit to offer it

Small Business Update

  • A recent determination from the state of Pennsylvania has removed the requirement that a minimum aggregate attachment point of $100,000 be met for a plan to be considered self-insured.
  • Beginning with October 1, 2015 effective dates, the Milliman GRx tool will replace the Medpoint risk assessment tool for preliminary rate requests. The requirement details to request preliminary rates with the new tool are included in the Bulletin.
  • Beginning with January 1, 2016 effective dates all Central Groups with less than 51 subscribers on the census will be sent to Milliman GRx for final and/or preliminary rates.
